The Constitutional Court discussed areas of future cooperation with the German Society for International Cooperation

On 26 November 2025, a meeting was held between the Acting Chairman of the Constitutional Court of Ukraine, Oleksandr Petryshyn, and judges of the Court Oleksandr Vodiannikov, Viktor Gorodovenko, Viktor Kychun, Oleg Pervomaiskyi and Galyna Yurovska with the dialogue advisor of the German Society for International Cooperation (GIZ) Dorothea Hamacher.

The event was also attended by legal advisers to the GIZ project “Strengthening Ukraine's rule of law for EU accession” Nataliia Huzhvii-Tovstenko and Ilona Boliubash, as well as legal adviser to the German Foundation for International Legal Cooperation Gennadii Ryzhkov.

During the meeting, the parties discussed current areas of cooperation between the Constitutional Court of Ukraine and the German Society for International Cooperation and noted the importance of supporting institutional reforms in the field of constitutional justice. Attention was drawn to the importance of ongoing professional exchange between Ukrainian and German experts in order to strengthen the rule of law in Ukraine and ensure the development of a regulatory framework in line with European standards.

A separate aspect of the discussion was cooperation with the European Union Agency for Fundamental Rights (FRA), which provides sustainable channels of access to modern European expertise in the field of human rights and contributes to the harmonisation of the approaches of the Constitutional Court of Ukraine with European practices. Participants noted that such partnerships play a key role in developing the national constitutional review system and strengthening trust in state institutions.

The prospects for cooperation were also discussed in detail, with priority areas including support for the sustainable functioning of constitutional justice, the involvement of international expertise in addressing complex constitutional and legal issues, the organisation of joint training events, the expansion of professional contacts and the development of new formats for the exchange of experience. Particular attention was paid to the formation of long-term partnership mechanisms that will contribute to enhancing the institutional capacity of the Court in the context of European integration processes.

In conclusion, the participants noted the constructive nature of the dialogue and identified priority intentions for further work on joint projects aimed at strengthening constitutional justice in Ukraine and integration into the European legal space.
