Online training on improving work with constitutional complaints
launched at the Constitutional Court of Ukraine
As part of a two-day online training organised by the Constitutional Court of Ukraine together with the OSCE Project Co-ordinator in Ukraine, the staff of the Court Secretariat participates in the discussion of issues on effective management of the constitutional complaint processing.
At the beginning of the event, the Head of the Secretariat of the Constitutional Court Viktor Beschastnyi welcomed the participants and noted that due to the long-term cooperation between the Constitutional Court of Ukraine and the OSCE Project Co-ordinator in Ukraine it became possible to hold such training events. According to him, professional expert discussions will provide an opportunity to gain practical experience of foreign experts and deepen knowledge in the relevant field.
Natalia Romanova, Project Specialist of the OSCE Project Co-ordinator in Ukraine, also addressed the participants with a welcoming speech.
During the training, the interlocutors will discuss a number of practical recommendations that guide the staff of constitutional jurisdiction in preparing analytical conclusions and references in processing constitutional complaints, optimising their analysis and criteria for determining public interest and relevant reasons for the admissibility of constitutional complaint.
In addition, in their reports, participants will focus on the methodology of argumentation in the preparation of analytical instruments by researchers of constitutional courts of other countries, the latest developments of the international legal community to understand and protect human and citizen’s rights and freedoms, as well as international and foreign databases, other web resources that can be applied by the staff of the Secretariat of the Constitutional Court of Ukraine.
During today's session, Anatolii Zaiets, Head of the Department of General Theoretical Law and Public Law of the National University of Kyiv-Mohyla Academy, Oleksandr Vodyannikov, National Legal Adviser of the OSCE Project Co-ordinator in Ukraine, and Stanislav Pohrebniak, Professor of the Department of State and Law Theory at the Yaroslav Mudryi National Law University delivered their reports.
Professor of Constitutional Law of the Cardinal Stefan Wyszyński University (Warsaw), former Judge of the Constitutional Tribunal of the Republic of Poland Mirosław Granat and National Legal Program Specialist of the OSCE Project Co-ordinator in Ukraine Serhiy Peremot will also be speakers of the online training.
The event takes place on December 7-8, 2020.
