On 27 January 2025, the Constitutional Court of Ukraine (hereinafter, the “Court”) held a solemn session on the occasion of the termination of tenure of judges of the Constitutional Court of Ukraine Viktor Kolisnyk, Viktor Kryvenko and Volodymyr Moisyk in accordance with Article 149-1 of the Constitution of Ukraine.
Over the past nine years, Viktor Kolisnyk, Viktor Kryvenko and Volodymyr Moisyk have been working to strengthen the rule of law, protect the constitutional order, and ensure the citizens’ constitutional rights and freedoms. Their contribution to the development of constitutional justice has become an important part of the modern history of the Court.
Viktor Kolisnyk
Doctor of Law, Professor, Corresponding Member of the National Academy of Legal Sciences of Ukraine. In January 2016, he was appointed a Judge of the Court by the President of Ukraine and swore in on 27 January 2016. Over the years, he has been actively involved in the activities of the Court's standing committees, in particular on scientific support and legal terminology.
He is the author of more than 190 scientific papers, including the co-author of the Scientific and Practical Commentary to the Constitution of Ukraine and legislative acts.
He participated in the development of the draft amendments to the Constitution of Ukraine following the results of the All-Ukrainian referendum of 2000, in the examination of the draft Constitution of Ukraine of 2008, and was a member of the Constitutional Commission (2015–2016). He is also one of the developers of the draft Law of Ukraine “On Higher Education”.
During his 9 years as a judge of the Court, Viktor Kolisnyk processed 177 appeals pending before the Court, in which he was a judge-rapporteur. The Court reviewed 123 cases and delivered 121 final decisions. The judge provided 9 dissenting opinions to the Court's decisions.
Combining deep scientific knowledge with practical experience as a judge, Viktor Kolisnyk has made a significant contribution to the development of constitutional justice in Ukraine.
Viktor Kryvenko
Candidate of Law, Associate Professor, Honoured Lawyer of Ukraine. In November 2015, the XIII Congress of Judges of Ukraine appointed Viktor Kryvenko as a judge of the Constitutional Court of Ukraine. On 27 January 2016, he took the oath of office and began his nine-year tenure as a judge. In 2017 and 2024, he acted as the most senior judge of the Constitutional Court. He was a member of the Standing Commission on Scientific Support.
Viktor Kryvenko is the author of a number of scientific works, including studies on judicial self-government, judicial reform and judicial independence. He co-authored a scientific and practical commentary to the civil legislation of Ukraine and actively participated in the preparation of important legislative acts, including the Law of Ukraine “On the Status of Judges” and the Civil Procedure Code of Ukraine.
During 2016-2025, Viktor Kryvenko was a judge-rapporteur in 195 cases pending before the Court. Of these, the Court reviewed 135 cases and delivered 119 final decisions.
Viktor Kryvenko's nine-year tenure as a Judge of the Constitutional Court of Ukraine has become an important milestone in the development of constitutional justice in Ukraine. During his tenure as Acting Chairman, he ensured the efficiency of the constitutional review body of Ukraine. Thanks to Viktor Kryvenko's efforts, the Constitutional Court of Ukraine has maintained stability and consistency in its activities.
Volodymyr Moysik
Candidate of Law, judge of the highest qualification class, Honoured Lawyer of Ukraine. In January 2016, he was appointed a Judge of the Constitutional Court of Ukraine by the President of Ukraine. He swore in on 27 January 2016. He was a member of the Standing Commission on Rules and Ethics and Legal Terminology.
Volodymyr Moisyk's scientific achievements include about 30 works, among which an important place is occupied by the monograph “Criminal liability for fraud with financial resources in Ukraine”.
Over the past 9 years, Judge Volodymyr Moisyk has processed 185 appeals to the Court, in which he was a rapporteur judge. Of these, the Court deliberated 129 applications and delivered 120 final decisions.
Volodymyr Moysyk combined his many years of academic experience with his practical work as a judge, remaining committed to the principles of the rule of law and justice.
The judges and staff of the Secretariat of the Constitutional Court of Ukraine thanked Judges Viktor Kolisnyk, Viktor Kryvenko and Volodymyr Moisyk for their many years of joint work, for their invaluable contribution to the development of constitutional doctrine, and wished them success in their new endeavours.
During the solemn session of the Constitutional Court, the Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk, the President of the Supreme Court Stanislav Kravchenko, the Head of the Council of Judges of Ukraine Bohdan Monich, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine Dmytro Lubinets, the Representative of the President of Ukraine to the Constitutional Court of Ukraine Serhii Dembovskyi, and the Chairman of the Association of Judges of the Constitutional Court of Ukraine Ivan Dombrovskyi delivered short speeches. They noted the many years of conscientious work of judges Viktor Kolisnyk, Viktor Kryvenko, and Volodymyr Moisyk, noting that the time of their term as judges of the Constitutional Court of Ukraine coincided with the most difficult period of the existence of the Ukrainian state.
At the same time, they worked devotedly for the good of Ukraine, protecting the rule of law and democracy. At the same time, as the speakers noted, from today the Constitutional Court of Ukraine will temporarily work with eleven judges of the Court. Therefore, the appointment of new judges as soon as possible is extremely important so that the Constitutional Court of Ukraine can continue to fully ensure the supremacy of the Constitution of Ukraine and protect human rights and freedoms.
The session was also attended by the President of the Cassation Civil Court of the Supreme Court Borys Gulko, the Acting Chairman of the High Council of Justice Dmytro Lukianov, the Chairman of the High Qualification Commission of Judges of Ukraine Andrii Pasichnyk, the Permanent Representative of the Verkhovna Rada of Ukraine to the Constitutional Court of Ukraine Maksym Dyrdin, the Chairman of the Committee on Legal Policy of the Verkhovna Rada of Ukraine Denys Maslov and other representatives of state authorities.
