Chairman of the Constitutional Court of Ukraine Yurii Baulin and judges of the Constitutional Court of Ukraine met with the President of the Constitutional Court of Republic of Lithuania Dainius Žalimas
On April 17, 2015 President of the Constitutional Court of the Republic of LithuaniaDainius Žalimas paid a working visit to the Constitutional Court of Ukraine.
The round table with participation of the Lithuanian constitutionalist was held within the framework of the Memorandum on Co-operation between the Constitutional Court of Ukraine and the Constitutional Court of the Republic of Lithuania, signed in October 2012 and was attended by the Chairman of the Constitutional Court of Ukraine Yurii Baulin, Judges of the Constitutional Court of Ukraine Serhii Vdovichenko, Mykhailo Hultai, Mykola Melnyk, PetroStetsiuk, Viktor Shyshkin and the leadership of the Secretariat of the Constitutional Court of Ukraine.
The parties exchanged recent scientific and practical information on topical issues of constitutional justice, shared their experience of achieving practical results in the field of ensuring the supremacy of constitutions of the two countries, protection of human and citizen’s rights and freedoms, and discussed a wide range of other issues of common interest, including lustration proceedings in the jurisprudence of constitutional courts of both states. President of the Constitutional Court of the Republic ofLithuania acknowledged that in each country lustration has its own features.
Participants of the round table spoke about application of the case-law of the European Court of Human Rights and acts of the Council of Europe and those of the European Union in the jurisprudence of the constitutional courts of Ukraine and Lithuania. Dainius Žalimas referred to a number of decisions of the Constitutional Court of the Republic of Lithuania adopted by the Court in cases concerning the constitutionality of the procedure for amending the Constitution of the country, similar to the cases considered by the Constitutional Court of Ukraine on the matter.
The Lithuanian guest also drew the attention of the Ukrainian colleagues to references made by the Constitutional Court of the Republic of Lithuania to the decisions of other European constitutional jurisdiction bodies in similar cases.
The parties discussed prospects of bilateral cooperation in the future and demonstrated mutual desire to further strengthen Ukrainian-Lithuanian cooperation in the legal field.
Chairman of the Constitutional Court of Ukraine Yurii Baulin emphasised on friendly, long-term and fruitful cooperation between Constitutional Courts of Ukraine and the Republic of Lithuania. Summing up, Yurii Baulin thanked Dainius Žalimas for interesting and useful communication and wished the participants of the meeting further opportunities to participate in such activities.
During a bilateral meeting, the leaders of the Constitutional Courts of Ukraine and the Republic of Lithuania exchanged constructive suggestions for the next stages of the development of scientific and practical cooperation between the constitutional jurisdictions of the two states and discussed the prospects of strengthening partnership and cooperation between Ukrainian and Lithuanian constitutionalists at the bilateral, regional and global levels.
