Chairman of the Constitutional Court of Ukraine Yurii Baulin met the President of the Constitutional Court of the Republic ofLithuania Dainius Žalimas
On May 18, 2016 Chairman of the Constitutional Court of Ukraine Yurii Baulin met the President of the Constitutional Court of the Republicof Lithuania Dainius Žalimas.
The meeting was attended by the Chancellor of the Constitutional Court of the Republic of Lithuania Ingrida Danielienė and Head of the Office of the Chairman and Deputy Chairmen of the Constitutional Court of Ukraine Maryna Arshevska.
During the meeting constitutional justice matters as well as future areas of cooperation between the constitutional courts of the two countries at bilateral and multilateral levels were touched upon.
In this context, the interlocutors discussed some aspects of the First Congress of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions, the Constitutional Courts of Ukraine and the Republic of Lithuania being the founders and members thereof, to be held on June 30 – July 1, 2016 in Chisinau (Republic of Moldova) and the 4th Congress of the World Conference on Constitutional Justice, hosted by the Constitutional Court of the Republic of Lithuania in September 2017.
Dainius Žalimas informed Yurii Baulin that the Constitutional Court of the Republic of Lithuanian will implement the project “Assistance to the Constitutional Courts of Georgia, Republic of Moldova, and Ukraine in Ensuring the Implementation and Protection of the Principles of the Rule of Law”, which is financed under the Development Cooperation and Democracy Promotion Programme of the Ministry of Foreign Affairs.
He told that the purpose of this project is, by sharing good practice and relevant experience with the representatives from the Constitutional Courts of Georgia, Moldova, and Ukraine, to strengthen the role of these institutions in ensuring the implementation and protection of the fundamental principles of the rule of law; at the same time, preconditions will be created for these countries to contribute to the introduction and consolidation of the fundamental principles of democracy in the Eastern Partnership region.
As Georgia, Moldova, and Ukraine which are members of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions are currently implementing important and complex reforms matching the course of European integration, the need of the constitutional courts of these countries to cooperate more actively in the area of the implementation and protection of the principles of the rule of law provided the main incentive to carry out such a project.
In the course of implementing the project, a forum of the judges of the Constitutional Courts of Georgia, Lithuania, Moldova, and Ukraine will be held to discuss problems arising for the constitutional justice institutions of the partner countries in ensuring compliance with the principles of the rule of law, to introduce the relevant experience of Lithuania and other partner countries, and to discuss the possible solutions to problematic issues.
A joint publication of the participants of the project will be published, focusing on the issues concerning the implementation and protection of the principles of the rule of law, said the President of the Constitutional Court of the Republic of Lithuania.
By implementing this project, the Constitutional Court will consistently strengthen its long-lasting cooperation with the Constitutional Courts of Georgia, Moldova, and Ukraine, which have chosen the path to European integration, and will contribute to the implementation of one of the major priorities of Lithuanian foreign and security policy-the provision of assistance to Eastern Partnership countries in creating a state under the rule of law, and, at the same time, to enhancing general security in Europe, stressed Dainius Žalimas.
Chairman of the Constitutional Court of Ukraine Yurii Baulin accepted the invitation to participate in this forum to be held on October 24–25, 2016 in Vilnius (Lithuania).
In his turn, Yurii Baulin invited President of the Constitutional Court of the Republic of Lithuania to participate in the International Conference “Constitutional Control and the Processes of Democratic Transformation in Modern Society” dedicated to the 20th anniversary of the Constitutional Court of Ukraine, to be held on October 7–8, 2016 in Kyiv, Ukraine. Dainius Žalimas thanked for the invitation and agreed to participate.
At the end of the meeting, the parties thanked each other for a meaningful conversation and expressed hope for further fruitful cooperation between the Constitutional Courts of Ukraine and the Republic of Lithuania.
