The court announced a break in the deliberation of the case on the Constitutionality of the Agreement between Ukraine and the Russian Federation on Matters of Stationing the Black Sea Fleet of the Russian Federation in the Territory of Ukraine

On December 5, 2023, the Grand Chamber in the public part of the plenary session, in the form of written proceedings, proceeded with deliberation of the case upon the constitutional appeal of 49 People's Deputies of Ukraine to provide an opinion on the constitutionality of the Agreement between Ukraine and the Russian Federation on Matters of Stationing the Black Sea Fleet of the Russian Federation in the Territory of Ukraine dated April 21, 2010, ratified by the Law of Ukraine “On the Ratification of the Agreement between Ukraine and the Russian Federation on Matters of Stationing the Black Sea Fleet of the Russian Federation in the Territory of Ukraine” dated April 27, 2010 No. 2153–VI.

On September 7, 2023, when the Court commenced deliberation of this case, Maksym Dyrdin, the Permanent Representative of the Verkhovna Rada of Ukraine at the Constitutional Court of Ukraine, submitted a statement on recusal of the judge of the Constitutional Court of Ukraine, Serhiy Holovaty.

At the beginning of today's plenary session, the judge of the Constitutional Court of Ukraine, Viktor Kryvenko, announced that the Court had considered the said statement and refused to grant it.

During this plenary session, the Representative of the President of Ukraine at the Constitutional Court of Ukraine, Serhii Dembovskyi, also submitted a statement on recusal of the judge of the Constitutional Court of Ukraine, Serhiy Holovaty.

Considering the need for additional study of the circumstances described in the submitted statement, the Court announced a break in the deliberation of this case.

The public part of the plenary session was attended by the representative of the subject of the right to constitutional appeal Solomiia Bobrovska, the Permanent Representative of the Verkhovna Rada of Ukraine at the Constitutional Court of Ukraine Maksym Dyrdin, the Representative of the President of Ukraine at the Constitutional Court of Ukraine Serhii Dembovskyi, representatives of the mass media, as well as other citizens of Ukraine .
