International Scientific and Practical Conference in Honour of Leonid Yuzkov

ІV International scientific and practical conference “The Legal Foundations of Organisation and Realisation of Public Authority”, dedicated to the Doctor of Legal Sciences, Professor, Full Member and the founder of the National Academy of Legal Sciences of Ukraine, first Chairman of the Constitutional Court of Ukraine Leonid Yuzkov, was held on 2-5 March 2021 in the remote mode on the website of Khmelnytskyi University of Management and Law named after Leonid Yuzkov.
In the frame of cooperation of the Constitutional Court of Ukraine Khmelnytskyi University of Management and Law named after Leonid Yuzkov, the Chairman of the Constitutional Court of Ukraine Oleksandr Tupytskyi forwarded a welcome address to the participants of the conference in which he stressed the importance of this scientific event and wished a constructive dialogue and new meaningful achievements to the participants of the conference.
The aim of the event was to join the efforts of the scholars and practitioners to resolve the theoretic and practical problems of public authority as well as to elaborate recommendations to improve the effective legislation of Ukraine regulating the procedure of organisation and realisation of public power in Ukraine.
The Constitutional Court was represented by the former judges of the Constitutional Court of Ukraine Volodymyr Kampo and Mykhailo Kostytskyi and the representatives of the Court’s Secretariat Natalia Kushakova-Kostytska, Vitalii Zaporozhets and Iryna Levandovska.
The participants discussed the constitutional and legal foundations of organisation and reaalisation of public power, problems and prospects of the reform of territorial organisation of public power in Ukraine. Furthermore, administrative and legal and financial and legal aspects of organisation and reaalisation of public power and the place and role of information law in the activities of bodies of public power were addressed during the discussion.
The memory of the first Chairman of the Constitutional Court of Ukraine Leonid Yuzkov was also commemorated in the Constitutional Court of Ukraine.
Leonid Yuzkov was one of the founders of the Ukrainian state-building, he laid down the basis for formation of contemporary Ukrainian legislation. He strived to build a normative base for a democratic state and put a lot of his efforts, knowledge, creative inspiration and professional skills.
His research developments in theory of the Ukrainian constitutional jurisdiction, on public administration and local self-government, theses to obtain the scientific degrees of the Candidate and Doctor of Legal Sciences, diploma, certificates, works of art, personal possessions, transferred by the scholar’s family are kept at the Constitutional Court of Ukraine.
The memory of a talented lawyer, teacher, statesman, an individual of a generous spirit will always stay in our hearts.
