Today, on June 6, a meeting of the Local Steering Committee of the European Union and Council of Europe Joint Programme “Partnership for Good Governance” for the Eastern Partnership countries 2023–2027 (PGG III) took place.
The event was attended by representatives of the Council of Europe, Ukrainian bodies of state power, non-governmental organisations, and civil society institutions.
The participants of the event discussed the status of realisation of the projects implemented under this Joint Programme, their role in overcoming the consequences of Russian aggression, and supporting Ukraine on its path to EU membership.
The judge of the Constitutional Court Ukraine Oleh Pervomaiskyi noted in his speech that in 2023 the Constitutional Court of Ukraine became a direct beneficiary and partner of the Council of Europe and the European Union, launching the Joint Project “Support to development of the constitutional justice in Ukraine”, implemented within the European Union and Council of Europe Joint Programme “Partnership for Good Governance”, Phase III.
This is the first project of its kind in Ukraine, the main purpose of which is to develop constitutional justice in Ukraine, promoting the exchange of knowledge and experience in applying European standards, taking into account the best practices of European Partner Courts. The Project will last until August 2025.
Oleh Pervomaiskyi emphasised that the respective Project includes cooperation with the Constitutional Court of the Republic of Latvia as a Constitutional Court of the EU Member State.
During the implementation of the Project, several seminars and round tables were held on the key elements of jurisdiction and interpretation of human rights by the European Court of Human Rights and the Court of Justice of the European Union; the content and scope of preliminary examination of applications to the Constitutional Court of Ukraine; the use of the right to file a constitutional complaint; protection of personal data in constitutional jurisprudence, the case law of the European Court of Human Rights and the Court of Justice of the European Union, as well as of the constitutional jurisdictions the Council of Europe Member States.
The CCU judge thanked the Council of Europe and the European Union for the opportunity to cooperate in order to improve national mechanisms of human rights protection.
