On Monday, 24 April, the Council of Europe Action Plan for Ukraine “Resilience. Recovery and Reconstruction” for 2023-2026 was presented by the Director of Directorate on Program Co-ordination of the Council of Europe Claus Neukirch.
The event was attended by representatives of the Council of Europe Office in Ukraine, public authorities, national partners of the Council of Europe Office in Ukraine, representatives of civil society institutions and others.
Claus Neukirch, Director of the Council of Europe's Directorate for Program Co-ordination, emphasised that the presented Action Plan was prepared in close cooperation with the Ukrainian authorities and stakeholders. According to him, this Action Plan is aimed at supporting the reconstruction and economic recovery in Ukraine in order to strengthen the resilience of Ukrainian public institutions, democratic governance, rule of law and protection of human rights, in particular those affected by the war in Ukraine. Claus Neukirch also noted that the Action Plan provides support for the reform program within the framework of Ukraine's European perspective, emphasising that all measures for its implementation will be carefully coordinated with the actions of other actors and stakeholders.
Within the framework of the Council of Europe's Action Plan for Ukraine "Resilience, Recovery and Rebuilding" for 2023-2026, a number of special projects will be implemented, one of which is the Project "Support to the Development of Constitutional Justice". During its implementation, it is planned to carry out a number of practical activities aimed at improving the institutional capacity of the Constitutional Court of Ukraine and the development of constitutional justice in Ukraine in general.
The Constitutional Court Judge Oleh Pervomaiskyi congratulated the participants on the launch of the new Action Plan and thanked the European partners for their effective support of the Ukrainian state. "We heard from representatives of the Council of Europe about a large number of projects: both those which are planned to be implemented in Ukraine and those which implementation has already begun. And I am convinced that they will be successful. This is confirmed by the results of join projects implemented earlier, which have been reflected in national legislation and the real sector of the economy," the CCU judge emphasised.
He noted that cooperation and exchange of experience are mutually beneficial, especially in the context of Ukraine's candidate status for the membership in the European Union. Oleh Pervomaiskyi noted that the Constitutional Court of Ukraine will continue and diversify its professional cooperation with the Council of Europe Office in Ukraine.
