Judge of the Constitutional Court of Ukraine Oleksandr Tupytskyi took part in the International Istanbul Law Congress
Judge of the Constitutional Court of Ukraine Oleksandr Tupytskyi took part in the International Istanbul Law Congress, held on October 17-19 in Istanbul, the Republic of Turkey.
The event was attended by representatives of ministries, law enforcement and human rights protection organisations, chairpersons and judges of the bodies of constitutional jurisdiction and higher courts, representatives of academic and educational institutions of foreign countries. The International Istanbul Law Congress gathered the representatives from 45 countries.
At the opening ceremony the participants were welcomed by the President of the Republic of Turkey Recep Tayyip Erdoğan, Minister of Justice of the Republic of Turkey – Chair of the Supreme Council of Judges and Prosecutors Bekir Bozdağ.
During the Congress the participants discussed issues related to alternative dispute resolution methods; measures that could enable acceleration of trial process; improvement of the efficiency of international cooperation in law enforcement and others.
At the Congress a number of reports on the protection of human rights, the right to individual access to constitutional justice, the process of consideration of cases, training of judiciary and others were presented and discussed.
Judge of the Constitutional Court of Ukraine Oleksandr Tupytskyi delivered a presentation on "Jurisdiction of the Constitutional Court of Ukraine and Effectiveness of National Measures of Individual Access to Constitutional Justice".
In his report, the judge outlined the powers of the Constitutional Court of Ukraine as the sole body of constitutional jurisdiction and stated that our country has held constitutional and legal reform of the judiciary, in the result of which, inter alia, a normative constitutional complaint was introduced in Ukraine. In addition, the judge noted the advantages and disadvantages of the constitutional appeal, existed in the constitutional law of Ukraine to the said reform. The report highlighted some practical and legal problems that may arise in the exercise of the powers on consideration of constitutional complaints by the Constitutional Court of Ukraine.
The report will be published in the "Bulletin of the Constitutional Court of Ukraine."
