Judge of the Constitutional Court of Ukraine Viktor Gorodovenko took part in the round table “Future justice: judicial network and access to justice”, which was organised by the publishing house “Legal Practice” with the support of the Supreme Court, the High Council of Justice and the Institute of Law-Making and Scientific-Legal Expertise of the National Academy of Sciences of Ukraine.

During the event, the judge of the Constitutional Court of Ukraine Viktor Gorodovenko delivered a presentation “Does the Constitutional Court of Ukraine have a future?” “The Constitutional Court is and must be the guarantor of a stable constitutional system and constitutional law and order in the state. The Constitutional Court must ensure the sustainable development of the state, in particular through the doctrinal development of the provisions of the Fundamental Law and the protection of the constitutional human and citizen’s rights and freedoms,” the judge of the Court emphasised.

According to Viktor Gorodovenko, the Constitutional Court of Ukraine consistently defends its independence during its existence. The judge stressed that the Venice Commission in the Urgent Joint Opinion pointed out that “The fight against corruption is an essential element in a state governed by the Rule of law, but so is respect for the Constitution and for constitutional justice. They go hand in hand. Parliament and the Executive must “take into account the arguments used by the Constitutional Court” and “fill legislative/regulatory gaps identified by the Constitutional Court […] within a reasonable time”.

In the context of his speech on the role of the Constitutional Court of Ukraine in the future, Viktor Gorodovenko recalled the words of the judge of the European Court of Human Rights Mykola Hnatovsky, who said that he sees the Constitutional Court as a national European Court of Human Rights, which will be able to protect human rights so effectively that in Ukrainian citizens will not need to turn to the ECHR for their protection.
