On 1-2 July 2025, a high-level visit to Ukraine with the participation of ambassadors of OSCE participating States took place. The event included meetings with key Ukrainian officials, as well as an exchange of views with partners and representatives of civil society on support for Ukraine and a review of the progress of OSCE cooperation in Ukraine through project activities.
The Constitutional Court of Ukraine was represented by the Acting Chairman of the Constitutional Court of Ukraine, Oleksandr Petryshyn, and judges of the Court, Oksana Hryshchuk and Oleg Pervomayskiy.
On July 1, Oleksandr Petryshyn and Oksana Hryshchuk joined the thematic event on “Shaping the Future of the Judiciary in Line with International Standards.”
The event participants discussed key aspects of the functioning of the judiciary in the context of armed aggression against Ukraine, the issue of the sustainability of the justice system, priorities of judicial reform, and the need to ensure that the Ukrainian judicial system complies with international standards.
Acting Chairman of the Constitutional Court of Ukraine Oleksandr Petryshyn delivered a presentation during the panel “Resilience of the Judiciary during War and Vision of Its Future.”
Oleksandr Petryshyn noted that Ukraine is going through a difficult but historic period, when it is protecting not only territorial integrity, but also democratic values, the rule of law and the constitutional order. “The Constitutional Court of Ukraine is a guarantor of stability in the system of checks and balances. Our task is to ensure that government acts comply with the Constitution, protect fundamental human rights, and form legal guidelines for state authorities,” he emphasised.
The speaker stressed on the effectiveness of cooperation with the OSCE. “We are committed to deeply improving our activities, which will ensure real independence, professional responsibility and openness of constitutional justice in Ukraine,” Oleksandr Petryshyn summarised.
On 2 July, a high-level meeting was held as part of the visit to present the activities of the OSCE Support Programme for Ukraine, which was attended by Judge of the Constitutional Court of Ukraine Oleg Pervomayskiy.
The OSCE Support Programme for Ukraine was launched on 1 November 2022 in response to the unprecedented challenges facing Ukraine in connection with the full-scale aggression. Its aim is to respond promptly to the humanitarian needs of the civilian population, as well as to strengthen the democratic development and institutional resilience of the state.
During the discussion “Rule of Law and Accountability”, Oleg Pervomayskiy expressed gratitude to the OSCE and international partners for supporting Ukraine during this extremely difficult period. He noted that the Constitutional Court of Ukraine highly appreciates the many years of cooperation with international partners and is ready to continue to actively participate in joint initiatives aimed at protecting the rule of law and the constitutional order in Ukraine.
