On Thursday, 15 October 2025, Acting Chairman of the Constitutional Court of Ukraine Oleksandr Petryshyn, Judges Olga Sovgyria and Galyna Yurovska held a meeting with Clare Ovey, Director of Human Rights, Directorate General of Human Rights and Rule of Law of the Council of Europe, and Tigran Karapetyan, Project Coordinator in Strasbourg and Head of the Eastern Partnership Division of the Council of Europe.
The meeting was also attended by Iryna Kushnir, Project Manager of the Council of Europe project “Support for the Judiciary of Ukraine during Wartime and in the Post-War Period”, implemented within the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” (2023–2026), and Mariia Mykhailovska, Project Assistant for “Support to Development of Constitutional Justice in Ukraine”, implemented under the joint European Union and Council of Europe programme “Partnership for Good Governance”, Phase III.
The participants discussed the current cooperation between the Council of Europe and the Constitutional Court of Ukraine, as well as promising areas for future joint initiatives.
The Judges of the Constitutional Court of Ukraine expressed their gratitude for the support provided by the Council of Europe, in particular within the ongoing projects, including “Support to the Development of Constitutional Justice in Ukraine”, “Strengthening the Social Dimension in Ukraine”, “Support for the Judiciary of Ukraine during Wartime and in the Post-War Period”, and “Enhancing Judicial and Non-Judicial Remedies for the Protection of the Rights of War-Affected Persons in Ukraine”.
The parties also discussed the protection of the constitutional rights of Ukrainian citizens and the specific aspects of the functioning of the constitutional jurisdiction body under martial law. It was emphasised that, in the context of russia’s full-scale aggression against Ukraine, the issue of protecting the rights of military personnel is of particular importance – both during wartime and in the post-war period.
The participants focused on identifying priority areas for further cooperation, including supporting the improvement of national constitutional justice, enhancing the Court’s interaction with international partners, and conducting awareness-raising and educational initiatives. They thanked each other for the constructive dialogue and underscored the importance of maintaining sustainable communication for the exchange of views.
