Meeting of the Chairman and judges of the Constitutional Court of Ukraine with the OSCE Project Co-ordinator in Ukraine

On November 8, 2019 the Chairman of the Constitutional Court of Ukraine Oleksandr Tupytskyi, Deputy Chairman of the Constitutional Court of Ukraine Serhiy Holovaty, judges of the Constitutional Court of Ukraine Viktor Kolisnyk, Oleh Pervomaiskyi held a working meeting with the OSCE Project Co-ordinator in Ukraine, Ambassador Henrik Villadsen.

The meeting was also attended by the Head of the Secretariat of the Constitutional Court of Ukraine Yaroslav Vasylkevych, First Secretary of the Embassy of the Federal Republic of Germany in Ukraine Christina Förster, National Legal Adviser of the OSCE Project Co-ordinator in Ukraine Oleksandr Vodiannikov and National Programme Manager of the OSCE Project Co-ordinator in Ukraine Vitalii Gatseliuk.

The meeting was focused on the cooperation of the Constitutional Court of Ukraine with the OSCE Project Co-ordinator in Ukraine, in particular in the frame of the joint project on support to the protection of human rights through improvement of access to the constitutional justice to be implemented in 2019-2021.

Chairman of the Constitutional Court of Ukraine Oleksandr Tupytskyi pointed out the long-standing and constructive cooperation between the Constitutional Court and the OSCE Project Co-ordinator in Ukraine. “You are truly a reliable partner of the Constitutional Court of Ukraine; the implementation of the joint project will undoubtedly enable the improvement of the mechanism of the protection of human rights and freedoms as well as help the Court to take account of the best international practices when dealing with constitutional applications”.

The OSCE Project Co-ordinator in Ukraine, Ambassador Henrik Villadsen assured in continuing cooperation and support of the Constitutional Court of Ukraine. He expressed hope that providing greater access to the international experience and best international practices for the Court will allow to strengthen the positions of the body of constitutional justice in Ukraine at the domestic and international levels.

The parties outlined the joint activities in the frame of the project and noted that it was supported by the Venice Commission, the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Region as well as the German Federal Ministry of Foreign Affairs.

The participants of the meeting discussed the priority areas of further cooperation, including providing expert assistance in constitutional proceedings upon constitutional complaints at the Constitutional Court of Ukraine by special advisors which is stipulated by the provisions of the Law of Ukraine “On the Constitutional Court of Ukraine” as well as the establishment of multi-functional training centre.

In conclusion, the parties thanked each other for support and assured in their readiness to effectively implement the project on support of the protection of human rights through improvement of access to constitutional justice.
