Meeting of the Chairman of the Constitutional Court of Ukraine with the Head of the Legal Department

of the Constitutional Court of the Republic of Latvia

 

On September 6, 2019 the Chairman of the Constitutional Court of Ukraine Natalia Shaptala held a meeting with the Head of the Legal Department of the Constitutional Court of the Republic of Latvia Alla Spale.

The meeting was also attended by judge of the Constitutional Court of Ukraine Oleh Pervomaiskyi, Head of the Secretariat of the Constitutional Court of Ukraine Yaroslav Vasylkevych, Deputy Head of the Department of Organisational Work of the Court’s Secretariat Maryna Arshevska.

During the meeting, the parties discussed issues related to the implementation of constitutional justice, as well as areas of further cooperation between the constitutional courts of Ukraine and the Republic of Latvia.

At the beginning of the meeting, Natalia Shaptala noted the importance of the Ukrainian-Latvian relations in the field of constitutional justice.

The Chairman of the Constitutional Court of Ukraine stressed that the Constitutional Court of Ukraine is interested in continuing cooperation with the Constitutional Court of the Republic of Latvia, in particular, in order to exchange experience concerning issues of functioning of the constitutional complaint institute.

Natalia Shaptala noted that the constitutional complaint institute is a new mechanism for human rights protection in Ukraine, and therefore the practical experience of foreign countries is absolutely important and relevant.

Alla Spale outlined the peculiarities of functioning of the constitutional complaint institute in the Republic of Latvia. She noted that the Constitutional Court of the Republic of Latvia has considerable practical experience in dealing with constitutional complaints, as the constitutional complaint institute has been functioning since 2001.

The Chairman of the Constitutional Court of Ukraine expressed the hope that the practice of mutual visits would be the basis for further effective cooperation.

It should be noted that the Head of the Legal Department of the Constitutional Court of the Republic of Latvia Alla Spale paid a working visit to the Constitutional Court of Ukraine. on September 4-6, 2019. During the visit a number of meetings were held with the leadership and employees of the structural divisions of the Court’s Secretariat.

During the meetings, the employees of the Constitutional Court of Ukraine acquainted the with the peculiarities of the work of the structural divisions of the Court’s Secretariat, the stages of processing constitutional petitions, appeals and complaints in the Constitutional Court of Ukraine, procedure of drafting preliminary opinions, etc.
