The conference was opened by the Chairman of the Constitutional Council Igor Rogov. Gulshara Abdykalykova, State Secretary of the Republic of Kazakhstan, delivered a welcoming speech on behalf of the President of the Republic of Kazakhstan.
During the conference, Acting Chairman of the Constitutional Court of Ukraine Viktor Kryvenko delivered the report on "The Role of the Bodies of Constitutional Jurisdiction in the Protection of Civil Rights and Freedoms under the Conditions of Constitutional Reform."
Addressing the audience, Viktor Kryvenko congratulated the Kazakh colleagues on the outstanding state holiday – the Constitution Day in "the life united by the common historical destiny of the friendly Kazakh people who created their statehood on the ancient Kazakh land".
Concluding the speech, Mr. Kryvenko noted that the constitutionalists of Ukraine and Republic of Kazakhstan had repeatedly exchanged experience during the scientific and practical conferences, and expressed hope for further fruitful cooperation between the two countries in this area.
The conference participants came to a common opinion that the Constitution of the Republic of Kazakhstan, as a form of reflecting the laws of the development of society and the state, was subjected to modernisation of transformations and challenges, adequately taking place within the country and the global legal space. These successes became possible due to the clearly verified concept of the constitutional development of the country, authored by the founder of the new independent state of the Republic of Kazakhstan, N.A. Nazarbayev, which provides for an accelerated upward movement, the unity of the people, harmony and stability in society.
