On September 21, at the public part of the plenary session, in the form of written proceedings, the First Senate deliberated the case upon the constitutional complaint of Mykola Biliak regarding the compliance of specific provisions of Article 2 of the Law of Ukraine “On Measures for Legislative Support of Reforming the Pension System” dated July 8, 2011 No. 3668-VI (hereinafter referred to as “Law No. 3668”), Article 86.15.6 of the Law of Ukraine “On the Prosecutor's Office” dated October 14, 2014 No. 1697-VII with the Constitution of Ukraine.
According to Judge-Rapporteur Viktor Kolisnyk, in the case materials there are replies from academic establishments and state authorities on the issues raised in the constitutional complaint, in particular, the opinions of experts of Taras Shevchenko Kyiv National University, Yaroslav Mudryi National Law University, Vasyl Stus Donetsk National University, V.N. Karazin Kharkiv National University, State Higher Educational Institution “Uzhhorod National University”, National University “Odesa Law Academy”, V.M. Koretsky Institute of State and Law, as well as the replies of the Verkhovna Rada of Ukraine, the President of Ukraine and the opinion of the Legal Department of the Secretariat of the Constitutional Court of Ukraine.
At the public part of the plenary session, the First Senate examined the case materials and proceeded to the in-camera part for decision.
The session was attended by the Authorised Representative of the Verkhovna Rada of Ukraine, the Head of the Division of Relations with Justice Bodies of the Apparatus of the Verkhovna Rada of Ukraine, Arkadiy Laptiiev, and representatives of the mass media.
