A study meeting of the legal staff of the the Constitutional Court of Ukraine and the Constitutional Court of the Republic of Croatia held

On November 28-29, 2024, representatives of the Secretariat of the Constitutional Court of Ukraine paid a study visit to the Constitutional Court of the Republic of Croatia to hold a professional exchange on various issues of constitutional jurisdiction.

The delegation of the Secretariat of the Constitutional Court of Ukraine was welcomed by the President of the Constitutional Court of the Republic of Croatia Miroslav Šeparović. The President of the Court expressed unwavering support for the Ukrainian people in their struggle against the Russian aggressor and hope to proceed with cooperation established between the constitutional review bodies of Ukraine and the Republic of Croatia.

Scientific consultants and Assistant to the Judges of the Constitutional Court of Ukraine Tetiana Blashchuk, Volodymyr Kochyn, Makar Marchuk, Alona Melnykovych and representative of the Secretariat Iryna Shevchenko were also welcomed by the Judge of the Constitutional Court of the Republic of Croatia Snježana Bagić and held a number of working meetings with Senior Advisor - Mentor of the Constitutional Court of the Republic of Croatia Helena Olivari and Advisors of the Court Monika Boras, Nikolina Katić and Helena Majić.

The Croatian colleagues shared their experience in the functioning of the institute of constitutional complaint, its effectiveness in protecting the rights of citizens, as well as the practical aspects of filing and deliberating such constitutional complaints. The participants analysed the peculiarities of the institute of constitutional complaint, in particular, the aspects of accessibility for citizens and legal procedures. Representatives of the apparatus paid special attention to discussing the methodology for processing draft acts of constitutional courts.

In addition, the participants focused on the application of the acquis communautaire by the Constitutional Court of the Republic of Croatia and its experience in protecting constitutional rights in the conditions of military conflict and after its end.

Summarising the outcome of the meeting, the parties expressed their gratitude for the constructive dialogues and practical exchange of experience, that they believe is an important factor in improving the work of the apparatus of both constitutional courts.

The event was supported by the OSCE Project “Support to National Stakeholders in Enhancing Accessibility of Constitutional Justice” of the OSCE Support Program for Ukraine, which was represented at the meeting by the Senior Project Associate of the OSCE Support Program for Ukraine Oleksandr Vodiannikov and Senior Project Assistant Dmytro Melnyk.
