Visit of the delegation of the Constitutional Court of Ukraine to the United States of America

On November 12–19, 2018 the delegation of the Constitutional Court of Ukraine, composed of the Chairman of the Constitutional Court of Ukraine Stanislav Shevchuk and judges of the Constitutional Court of Ukraine Serhiy Holovaty and Ihor Slidenko visited the United States of America (Washington, DC).

The purpose of the visit was to participate in the European National Judicial Exchange and National Lawyers Convention of the Federalist Society for Law and Public Policy Studies.

The main areas for discussion were the rule of law, the fight against corruption, and security in Central and Eastern Europe. The programme included three key sessions, during which the participants exchanged experiences and views on the issues raised.

Within the framework of the visit, the delegation of the Constitutional Court of Ukraine met with officials from the US Department of Justice, the US Department of State, the US Department of the Treasury, the US National Security Council, in particular, Deputy Secretary of State for Europe and Eurasia Wess Mitchell, his deputy for Eastern Europe and Eurasia George Kent, Vice President of the Federalist Society for Law and Public Policy Studies Leonard Leo, Director for International Relations of the Federalist Society James Kelly.

During the visit, the delegation of the Constitutional Court of Ukraine also took part in the Forum to commemorate the 85th anniversary of the Holodomor-genocide of 1932-1933 in Ukraine, organised by the Embassy of Ukraine in the United States in cooperation with the U.S. Committee for Ukrainian Holodomor Genocide Awareness and the American think tank the Heritage Foundation. During the event, speeches were delivered by the Minister of Foreign Affairs of Ukraine Pavlo Klimkin, Co-chairman of the Senate Ukraine Caucus, Republican Senator Robert Portman, and Co-Chairmen of the Congressional Ukrainian Caucus Congressmen Sander Levin and Marcy Kaptur. During the Forum, two short documentaries "When We Starve", "Uncounted since 1932" and a photo exhibition "People of Truth" were presented to the audience.

Within the framework of the event, the delegation of the Constitutional Court of Ukraine met with Ambassador Extraordinary and Plenipotentiary of Ukraine to the USA Valeriy Chaly.

​​In addition, Chairman of the Constitutional Court of Ukraine Stanislav Shevchuk met with the Special Advisor to the President of the USA, Head of the Russian and Eurasian Section of the US National Security Council Fiona Hill, Head of the Eastern Europe and Russia Division of the US National Security Council Alexander Vindman, former US Ambassador Extraordinary and Plenipotentiary, Director of the Eurasian Center at the Atlantic Council of the United States John Herbst, partner of Baker McKenzie law firm Thomas Firestone during which a number of urgent issues were raised, in particular, the protection of the Constitution as part of the stability of the legal system and guarantee the effective functioning of democratic institutions.

​​During a visit to the Supreme Court, the delegation of the Constitutional Court of Ukraine met with the judge of the Court Samuel Alito, and discussed issues of common interest to European and American judges. Also, the delegation of the Constitutional Court of Ukraine took part in an official reception and dinner dedicated to the memory of Antonin Scalia.
