Working visit of the delegation of the Constitutional Court of Ukraine to Kharkiv

 

On March 30, 2017 the delegation of the Constitutional Court of Ukraine, headed by the acting Chairman of the Constitutional Court of Ukraine Yurii Baulin visited the Yaroslav Mudryi National Law University and the National Academy of Legal Sciences of Ukraine in the framework of the preparations to the 2nd Congress of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions „The role of constitutional courts in interpreting the provisions of national constitutions in the context of the generally recognised principles and norms of international law and EU law, judgments of international courts“, to be held on May 31–June 4, 2017 in Kharkiv.

The delegation consisted of the Head of the Secretariat of the Constitutional Court of Ukraine Yaroslav Vasylkevych, Head of the Office of the Chairman and Deputy Chairmen Maryna Arshevska, the staff of the Secretariat of the Constitutional Court of Ukraine.

Acting Chairman of the Constitutional Court of Ukraine Yurii Baulin met with the President of the Yaroslav Mudryi National Law University Vasyl Tatsii, who spoke about the specifics of the teaching, educational and research activities of the university, the activities carried out by the scientific and pedagogical team with the goal of modernising the educational process and integrating the institution into the European educational and scientific space. In his turn, Yurii Baulin noted the great contribution of the National Law University as one of the leading higher educational institutions of the country in training highly qualified personnel for the national justice, whose professional level meets the high demands of modern life and noted that the Constitutional Court of Ukraine and the Yaroslav Mudryi National Law University have been friends for a log time. On June 17, 2016 a cooperation agreement was signed between the National Law University and the Constitutional Court of Ukraine, which contains agreements on internships for scientific and pedagogical workers, post-graduate students, masters of the University at the Constitutional Court of Ukraine and their study of judicial practice, and the involvement of the court and university researchers in joint activities.

With regards to the preparation to the 2nd Congress of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions, the delegation of the Constitutional Court of Ukraine held a working meeting with the leadership of the University and discussed the preparation and holding of the 2nd Congress of the Association. The President of the University Vasyl Tatsii spoke about the possibilities of the educational institution that he heads for holding this representative forum and dwelt upon other issues of common interest. Acting Chairman of the Constitutional Court of Ukraine Yurii Baulin suggested further development of cooperation between the Constitutional Court of Ukraine and the Kharkov National Academy, involving both sides in the implementation of future projects.

Within the framework of the event, the guests visited the University's new educational and library complex, which hospitably opened its doors to visitors several days ago. Today, the educational and library complex of the Yaroslav Mudryi National Law University is the biggest library built in Ukraine in recent years. According to the President of Ukraine Petro Poroshenko, who took part in its opening "for the first time such a library is being launched, such a high-tech library that provides not only an opportunity to gain knowledge, but also enjoyment, being in these walls".

The representatives of the Constitutional Court of Ukraine were able to personally verify the uniqueness of the 11-storey building, which outwardly resembles an unfolded book and looks extremely elegant and modern due to the combination of glass and metal structures. The library includes reading rooms for teachers, postgraduates, foreign literature reading room, fiction, book depositories, and hall for reading conferences. Special attention was paid to the conference hall, designed for international conferences, seminars, round tables and equipped with high-speed video cameras and highly sensitive audio equipment, modern equipment for simultaneous interpretation.

The scientific part of the library consists of a library and educational part, where the exposition of scientific works of researchers of the institution, an exhibition of rare book editions, a large range of traditional and electronic publications focused on high international standards of legal education are presented. Today the library’s fund is more than 1500000 books, but its capacity is 4 million copies.

During the visit to the library complex, Yurii Baulin handed over to the university leadership the collection of materials of the International Conference "Constitutional Control and the Processes of Democratic Transformation in Modern Society ", held in Kiev on October 7-8, 2016 and the importance of which was noted by the President of Ukraine Petro Poroshenko. According to Yurii Baulin, the collection is useful both for scholars in the field of constitutional law, and students of higher legal schools.

Of great impression was the exhibition hall with paintings on "The country embroidered with beauty", which became an outstanding event in the life of the school. The works of artists of Slobozhanschyna with their unique vision of kinds of the nature and the images of people are presented at the exhibition. According to the President of the University Vasyl Tatsii, the exhibition "will produce a feeling of great pride for our beautiful and blooming Ukraine".

During its stay in Kharkiv the delegation also held interesting meetings with representatives of judicial legal institutions, including the Kharkiv Commercial Court of Appeal, which jurisdiction extends to three reagions: Kharkiv, Sumy and Poltava. During the meeting, the parties discussed the preparation to the 2nd Congress of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions and met with the Chairman of the Court Pavel Tykhyi.

Also, together with the Chairman of the Kharkiv Commercial Court of Appeal Pavel Khotynets, the guests visited the Court’s museum. Leading specialist of the organisational and analytical department of the Kharkiv region Oleksandr Dryzhanov told the guests the history of the formation of commercial legal proceedings, and demonstrated the most interesting exhibits of the museum. At the end of the tour, the visitors thanked for the interesting excursion and made an entry in the Court’s guest book.

In addition, the members of the delegation of the Constitutional Court of Ukraine met with the Director of the Poltava branch of the Law Institute of the Yaroslav Mudryi National Law University Nataliia Gutorova and discussed the prospects for working with this scientific institution in the light of the preparations for the 2nd Congress of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions.
