Yurii Baulin

Former Judge of the Constitutional Court of Ukraine

 

Yurii Baulin was born on September 2, 1953 in Stanytsia Luhanska, Stanychno-Luhanskyi district of Luhansk region.

He started his career in 1970 as a lath operator trainee and later as a lath operator, senior personnel inspector of machine workshop of Voroshylovhrad Crankshaft Plant.

In 1975 he graduated from Kharkiv Law Institute and worked as an assistant at Criminal Law Department. He served compulsory military service.

1976 – 1988 – assistant, post-graduate student, senior lecturer, acting associate professor, associate professor at Criminal Law Department of Kharkiv Law Institute. From 1988 to 1991 he was a doctorate student of the same educational institution.

1991 - 2005 – associate professor, professor at Criminal Law Department, Deputy Dean of Extra-Mural Faculty of Yaroslav Mudryi National Law Academy of Ukraine.

2005 - 2008 - Acting Director, Director of the Institute for Criminality Problems Studies of the Academy of Legal Sciences of Ukraine in Kharkiv.

In February 2008, Mr. Baulin was appointed Judge of the Constitutional Court of Ukraine by the President of Ukraine. He took the oath of a judge of the Constitutional Court of Ukraine on June 3, 2008.

On November 4, 2011 at the special plenary session of the Constitutional Court of Ukraine he was elected Deputy Chairman of the Constitutional Court of Ukraine.

On March 18, 2014 at the special plenary session of the Constitutional Court of Ukraine Mr. Baulin was elected Chairman of the Constitutional Court of Ukraine.

On March 20, 2017 he terminated his authorities of the Chairman of the Constitutional Court of Ukraine.

Doctor of Legal Sciences, Professor, Full Member of the National Academy of Legal Sciences of Ukraine.

Decorated with Order of Merit, 3rd class, National Prize of Ukraine in the sphere of science and engineering. Distinguished Worker of Science and Engineering.  

Author of over 250 research papers on criminal law and constitutional law. He participated in the development of draft Budget, Tax and Criminal Codes of Ukraine.

On June 3, 2017 Mr. Baulin terminated his authorities of the Judge of the Constitutional Court of Ukraine in view of termination of the term of office.
