Valerii Pshenychnyi

 

Valerii Pshenychnyi was born in 1951 in Tavrycheske, Dnipropetrovsk region, in a teacher’s family.

In 1968 he started to work as an electrical fitter, then served compulsory military service.

In 1976 after graduation from Kharkiv Law Institute (at present Yaroslav Mudry National Law Academy of Ukraine) he was elected People’s Judge of Pechersk district People’s court in Kyiv.

He worked in the Party’s bodies coordinating law enforcement bodies’ activities.

In 1982 – 1990 he was a high-ranking official at the Administrative Department of the Council of Ministers of Ukraine of the Ukrainian SSR.

In 1991 – 1997 he was a Head of the Sector of Law Enforcement Bodies, Head of the Department on the activities of law enforcement bodies and combating crime at the Secretariat of the Cabinet of Ministers of Ukraine.

Since 1997 he held the offices of deputy head of department, Deputy Secretary General, First Deputy Secretary General at the Constitutional Court of Ukraine.

In January 2003 he was appointed Judge of the Constitutional Court of Ukraine by the President of Ukraine. He swore the oath on February 4, 2003.

On September 26, 2006 at the special plenary session of the Constitutional Court of Ukraine Judge Pshenychnyi was elected Deputy Chairman of the Constitutional Court of Ukraine and served his term until September 11, 2007.

Candidate of Legal Sciences. Distinguished Lawyer of Ukraine.

Major-General of Militia. Liquidator of the disaster at Chornobyl nuclear power station.

Author of scientific articles, textbooks on criminology. He participated in drafting over 200 Laws of Ukraine in the sphere of national security, law-enforcement bodies’ activities, formation of market economy, civil servants’ social ensurance.

Valerii Phsenychnyi’s authorities of a Judge of the Constitutional Court of Ukraine were terminated on September 11, 2007.
