Richard Barrett

Irish barrister, member of the Venice Commission, Commissioner at the Law Reform Commission of Ireland. Since 2014, he has been an Irish member of the Venice Commission, where he has worked on legal opinions for upwards of twelve states (including Ukraine concerning an election law issue). He is also the Chair of the Commission’s sub-Commission on the Judiciary, a member of its Enlarged Bureau and also of the Council for Democratic Elections. In 2022, appointed by the government as a member of the Law Reform Commission which prepares formal reports and recommendations for future reform of laws in Ireland. Served as Deputy Director General of the Attorney General's Office. Before he retired from the Office of the Attorney General, he was Head of the Human Rights and Legal Office at the EULEX Rule of Law mission in Kosovo. He was the Bureau Legal Officer at the Criminal Assets Bureau in Dublin and was the Head of Public Law at the Office of the High Representative in Bosnia and Herzegovina. In 2023 recommended by the Venice Commission for AGE membership as substitute member, appointed by Cabinet of Minister of Ukraine.
