Advisory Group of Experts has Approved the Methodology for Assessing Moral Qualities and Competency Level in the Sphere of Law

On the Monday of 04 December 2023, the Advisory Group of Experts conducted its second meeting at which it unanimously approved the Methodology for Assessing Moral Qualities and Competency Level in the Sphere of Law (hereinafter referred to as the "Methodology") of candidates for the position of a judge of the Constitutional Court of Ukraine.
Prior to voting, Yaroslav Romaniuk, the Secretary of the Advisory Group of Experts, advised that the Advisory Group of Experts, jointly with its Secretariat, worked on refining the Methodology. Therefore, the document is clear and well balanced in terms of the defined algorithm and procedure for assessing candidates.
Each member of the Advisory Group of Experts expressed his/her positive opinion on the Methodology and emphasized that it allows for best international standards and practices and experience of similar commissions in Ukraine.
Chairman of the Advisory Group of Experts Aleš Zalar extended his thanks to colleagues and the Secretariat staff for their contributions and expressed the hope that such fruitful collaboration would deepen.
In addition, Aleš Zalar advised that on November 28th the Advisory Group of Experts officially received from the Council of Judges of Ukraine documents of all the candidates it had admitted to the competitive selection process.
The Chairman mentioned also that the Advisory Group of Experts expected to receive soon documents on all the candidates nominated by the Parliament.
"Once the Advisory Group of Experts has received documents from nominating entities, individuals and non-government organizations may officially send to the Advisory Group of Experts materials on compliance or non-compliance of (a) certain candidate(s) for the position of a judge of the Constitutional Court of Ukraine with the criteria of high moral qualities and competency level in the sphere of law", reminded Aleš Zalar.
According to Aleš Zalar, the Advisory Group of Experts has already begun to process the received documents on candidates and collect information needed to assess them: "At the moment, we are in the process of requesting relevant agencies for providing information on the candidates which could be used for the purpose of assessing their moral qualities and competency level in the sphere of law". In the nearest future, the Advisory Group of Experts will sign Memoranda of Understanding with government authorities and institutions to institutionalize cooperation in obtaining such information on the candidates.
One more time, the Chairman of the Advisory Group of Experts turned to the public and all stakeholder and called for close, constructive, fruitful cooperation with the Advisory Group of Experts to ensure the best assessment results possible.
Pursuant to the Law of Ukraine on the Constitutional Court of Ukraine, information on decisions and activities of the Advisory Group of Experts is to be posted on the official web site of the Constitutional Court of Ukraine in the
Advisory Group of Experts section, on the official Facebook page of the Advisory Group of Experts and on the YouTube channel of the Advisory Group of Experts.
